You need to have
Messenger Plus! Live installed. When you have Plus! installed, just sign in to Messenger, download the skin, and open the file.

Messenger 8.5. But a lot of this knowledge can be used on Messenger 8.1 as well.

Preferences -> Customize! -> Skins -> Extract Resources
